Here's how it would look with the 19/20 season portrait. Made quickly with remove.bg and 'free transform' -> 'distortion' to fix the right shoulder part before resizing to make it fit perfectly with the facepack size template. Also, you should consider not using 'Layer' -> 'Matting' as it creates a dark line around the portraits like your facepack for Russia. Keep at it and you will become better ?

You should stay within the top line, yes. But the decision is yours, ultimately. However, every facepack maker I can think of, has stayed around the top line. If the shoulders are too wide to fit, you can use the Polygonal lasso tool to remove them or select the shoulders and then use 'Free transform' -> 'Distort' and make them fit.

Seems like a good .ebo, but the eyes are a bit off. If you need help, I can fix them quickly?

If you can't take constructive criticism, this hobby is not for you, sorry. Don't take it personally, view it as guiding steps to become a great contributor. We all started somewhere, but seeing as you're doing NHL/AHL players, you can ease into this without much effort. Not sure why you're using a lot of different sources for your photos. Use Yahoo (preferred), ESPN or Fox Sports. Download the player photo. Make it fit onto the facepack size template (if you have downloaded it?) by resizing using percent (and maybe 'resample: bicubic sharper (reduction)' - sure, it takes a couple of tries to figure out the perfect % to resize, but that's it. You're lucky you don't need to erase the background like in the old times/for other leagues. This is easy, don't give up, but pay attention to the guidance being offered. Once again, here are the settings to play with: If you need to erase pixels from your photos, consider using the 'Polygonal Lasso Tool'.
-
Yes, of course. Notice that I posted the facepack properly resized (I made it quickly): If you resize using percent, you avoid the photo being stretched like your result.
-
You need to resize the photo using 'percent'. Resample set to bicubic sharper (reduction) is optional, but works well most of the time.

You're lucky. All the big sites like ESPN, Fox and Yahoo have already removed the background for you. All you need to do is get a facepack size template, download the player photo(s), then resize your source picture using 'percent' (so it doesn't stretch/look weird). Then you need to create the files that go into the game using Facepack_creator. That's really all there is to it if you want to do facepacks for NHL/AHL in 2019. That's why it's hilarious when someone complains about the huge task of making NHL facepacks nowadays. It's time-consuming and boring, surely, but the days of you removing the background by yourself are literally gone. Of course you can edit the photos if there are pixels that haven't been removed properly.

I hope you don't mind me asking, but are things coordinated with RHL-Mod? Or do they work separately on their own mod?
